Update the IP System to use the IBIS-Q data warehouse type structure. This also helps with 2-d+ type data and community profiles as multiple measures are possible. It also helps with using the query system to populate IP views.

This also opens new possibilities for Indicator Profiles as multiple measures and peer data can be evaluated - like a community profile. This depends on the exact way the data are stored.

This is related to ticket #33. Ticket 33 deals with the admin app needing different UI pages to create the IP data in this manner while this ticket deals with the CP and IP changes that would be needed.
