Reverse color scheme on map application

Description

We would like the color scheme on the map application to be reversed. People generally associate a darker color to higher numbers and a lighter color with lower numbers. Right now, the dark blue represents low values and lighter colors represent higher values (see example: ​http://epht.health.utah.gov/epht-view/indicator/view/Radon.OvrCnty.html)

This is a feature already built into and tested in v2.3. As such the ticket was changed from defect (which would have been more appropriate to tag as an enhancement) to adopter support. NM has examples of how this is done.
