Version 2.3 CSS and JS Issues with IE8

Description

At some point IE 8 started having issues with 2.3. It was tested earlier and IE 7 support was fully dropped but IE8 at least worked/looked okay. It had a few non show stopper issues. The official release has at least 1 script issue and site navigation css issues.

As of Sept 2015 IE8 is 0.9% of browser usage (see: ​http://www.w3schools.com/browsers/browsers_explorer.asp). IE8 is 6 years old.
