Ability to control maximum axis value

Description

It would be nice to be able to control the maximum value of the y-axis. For instance, when presenting percentages, it should not exceed 100% (regardless of data values or CI ranges). See http://ibisdev.health.utah.gov/core/indicator/view/RacEthPop.RaceAge.html.

Kendo charts supports this via:

var chart = $("#chart").data("kendoChart"); set min / max options chart.setOptions({valueAxis: {min: 0, max: 400}});

With 2.3 you can simply define a special chart type and set the max to be 100. To enforce would require db mods, JSP UI, and javascript mods.

Any takers on funding this enhancement?
