Indicator map and chart titles

Kim has this on her list too. The Indicator report maps and charts needs the complete title (including the subtitle and period title).

I recommend that we use only the words, "Map" and "Chart" inside the horizontal bars and put the complete titles underneath the horiz bar for both the map and chart. If someone takes a screenshot of the map, they're going to want to have a title in their screenshot.

Which brings up another point. The title should probably not extend al the way to the right and left edges of the window. Let's put some margins on either side so that the title is centered over the actual map image without being a WHOLE lot wider than the map and legend.

The horiz bars have the correct titles on them ("Map" and "Graph").

But the map and graph still lack complete titles.

INDICATOR/VIEW/TITLE, SUB_TITLE, PERIOD_TITLE

underneath the horiz bar, and in something other than red font, please. Maybe dark gray?
