Org_unit pick list in Admin

Description

My version of the Admin app uses the "Title" field to supply the items in the pick-list. But many of my orgs want their footers to begin with their bureau name. When there are multiple programs in a bureau, this makes it so that the pick list has duplicate items.

I propose to move to the "DESCRIPTION" field for the pick list.

Garth added a mouse-over attribute so that the user can see the description when they mouse-over the title in the pick-list.
