This is related to several other tickets (#42) that deal with SECTIONSELECTION structures XSLT and CSS.

The HTML_CONTENT, menu and query module selection lists all use the SelectionsList?.xslt code to generate. This core code also handles a SELECTION's AUTHORITY. CSS is then used to style the list.

The core content has an example in the home/html_content/Welcome.xml. The menu and query selection pages also use this same code base. As such the AUTHORITY element can be assigned and tested for. See the release_notes.doc for a little more info on this.

TEST: the core welcome.xml has an example of a list in an HTML_CONTENT file. Test that the list shows up. Test that you can have an AUTHORITY assigned to a user and that the user sees/doesn't see as approp.
