Excel not picking up CSS file when .xls is specified and/or ?PrinterFriendly=x

The printer friendly option and .xls file type extension works but MS-Excel can NOT/does not pick up the approp css files and thus the nav menu and other items that should NOT be shown are displayed. The solution is to write an XSLT explicitly for Excel or remove this functionality or figure out why it can't get the css files.
