    102         Each year the Census Bureau provides bridged-race and unbridged population estimates by single-year
    103         of age at the county level to the National Center for Health Statistics (NCHS) to meet programmatic
    104         needs such as the creation of age groupings that differ from the standard groupings used by the
    105         Census Bureau.<br />
    106         <br/>
    107         The Census Bureau itself does not release these bridged-race or unbridged estimates by single-year
    108         of age at the county level due to concerns about the reliability of these estimates.<br/>
    109         <br/>
    110         Because the Utah Department of Health also requires age groupings that differ from the standard
    111         groupings used by the Census Bureau, we decided to use the population estimates that the Census
    112         Bureau develops for the NCHS.<br/>
    113         <br/>
    114         Every year, the Census provides NCHS a July 1 postcensal estimate and revisions to previous
    115         postcensal estimates back to the last census year. Therefore, we will be updating population
    116         numbers on IBIS-Q back to the last census in approximately September of each year. The IBIS-Q
    117         version numbers will refer to the Census Vintage year for the estimates and postcensal revisions.

    1147                 <ul>Utah population estimates have been available in Utah Department of Health (UDOH) query
    1148                 systems since 1994 with the development of ACTION2000 and continuing to the present in the
    1149                 IBIS-PH Query System (IBIS-Q). The population estimates are used in other IBIS-Q modules for
    1150                 the calculation of rates, including rates of cancer, hospitalizations, deaths, and births.<br />

    1152                 Initially, and until November 2012, the estimates for the state, counties, and local health
    1153                 districts were from the Utah Governor's Office of Planning and Budget (GOPB: now the Governor's
    1154                 Office of Management and Budget or GOMB). GOPB, in collaboration with the Utah Population
    1155                 Estimates Committee (UPEC), developed estimates and projections for counties by sex and
    1156                 single-year-of-age based on a model that differed from that used by the U.S. Census Bureau.
    1157                 Specifically, the GOPB model utilized specialized local Utah information so that the estimates
    1158                 were considered to be more accurate than those from the U.S. Census Bureau Population Estimates
    1159                 Program. However, the GOPB decided to discontinue developing estimates for counties by sex and
    1160                 single-year-of-age. And because some health indicator measures require the use of specialized
    1161                 sex and age populations for denominators, the UDOH Center for Health Data and Informatics
    1162                 decided to adopt estimates that the National Center for Health Statistics develops in
    1163                 collaboration with the Population Estimates Program of the U.S. Census Bureau.<br />

    1172                 areas were obtained from a commercial vendor and then adjusted to GOPB county estimates to
    1173                 create Utah Small Area population estimates so that the Utah Small Areas within a county summed
    1174                 to the county total. The Utah Small Area's sex by age group numbers were made to sum to the
    1175                 county estimate and in the process were adjusted to have the same age and sex distribution as
    1176                 the county. While revising the Utah Small Area estimates in November 2012 to agree with the
    1177                 NCHS/U.S. Census estimates and revisions by county, UDOH staff decided that it would be more
    1178                 appropriate to maintain the Utah Small Area age and sex distributions in the adjustment to
    1179                 summing to the county estimates. Due to the different data sources, the county estimates which
    1180                 result from summing across all Utah Small Areas within a county will not be an exact match with
    1181                 the estimates from the NCHS/U.S. Census Bureau county-level data set.<br />

     1551    <ul>Utah population estimates have been available in Utah Department of Health (UDOH) query
     1552      systems since 1994 with the development of ACTION2000 and continuing to the present in the
     1553      IBIS-PH Query System (IBIS-Q). The population estimates are used in other IBIS-Q modules for
     1554      the calculation of rates, including rates of cancer, hospitalizations, deaths, and births.

     1557      Initially, and until November 2012, the estimates for the state, counties, and local health
     1558      districts were from the Utah Governor's Office of Planning and Budget (GOPB: now the Governor's
     1559      Office of Management and Budget or GOMB). GOPB, in collaboration with the Utah Population
     1560      Estimates Committee (UPEC), developed estimates and projections for counties by sex and
     1561      single-year-of-age based on a model that differed from that used by the U.S. Census Bureau.
     1562      Specifically, the GOPB model utilized specialized local Utah information so that the estimates
     1563      were considered to be more accurate than those from the U.S. Census Bureau Population Estimates
     1564      Program. However, the GOPB decided to discontinue developing estimates for counties by sex and
     1565      single-year-of-age. And because some health indicator measures require the use of specialized
     1566      sex and age populations for denominators, the UDOH Center for Health Data and Informatics
     1567      decided to adopt estimates that the National Center for Health Statistics develops in
     1568      collaboration with the Population Estimates Program of the U.S. Census Bureau.

     1578    <h2 class="Underline">Utah Small Area Estimates</h2>

     1580    <ul>When UDOH staff developed Utah Small Areas in 1997, population estimates for the ZIP Code
     1581      areas were obtained from a commercial vendor and then adjusted to GOPB county estimates to
     1582      create Utah Small Area population estimates so that the Utah Small Areas within a county summed
     1583      to the county total. The Utah Small Area's sex by age group numbers were made to sum to the
     1584      county estimate and in the process were adjusted to have the same age and sex distribution as
     1585      the county. While revising the Utah Small Area estimates in November 2012 to agree with the
     1586      NCHS/U.S. Census estimates and revisions by county, UDOH staff decided that it would be more
     1587      appropriate to maintain the Utah Small Area age and sex distributions in the adjustment to
     1588      summing to the county estimates. Due to the different data sources, the county estimates which
     1589      result from summing across all Utah Small Areas within a county will not be an exact match with
     1590      the estimates from the NCHS/U.S. Census Bureau county-level data set.

     1602    <ul>Population estimates by race and ethnicity in IBIS-PH have always been taken from the U.S.
     1603      Census Bureau Population Estimates Program, starting with year 2000, and available for counties
     1604      and local health districts. However, during the time that other Utah estimates were taken from
     1605      the GOPB, county and LHD totals from this data did not sum to GOPB numbers.
